“Fully funded” and “full tuition” do not mean the same thing. A full-tuition scholarship can eliminate the university’s tuition charge while leaving the student responsible for housing, food, health insurance, travel, visa costs and other compulsory fees. A genuinely comprehensive award addresses most or all of those major costs.

What “fully funded” should tell you
The label should be backed by a written benefit schedule. A strong schedule identifies tuition treatment, stipend amount and payment frequency, award duration, insurance, travel, visa or installation support, research funding and any expenses the student must still pay.
Even a generous package may not cover every personal cost. Stipends can be lower than actual rent in an expensive city, airfare may be limited to approved routes, and family members may receive no support. “Fully funded” therefore means comprehensive programme funding—not unlimited spending.
Examples of different coverage models
Erasmus Mundus Joint Masters
The European Commission says scholarships cover participation costs and contribute to travel, visa and living expenses. Applications are made directly to the institution running the selected master’s programme, and most applications are submitted between October and January for the following academic year. Each programme publishes its own details.
Japanese Government (MEXT) Scholarship
Japan’s official Study in Japan portal lists tuition exemption, a monthly scholarship and round-trip airfare, subject to the relevant scholarship category and route. Applicants can generally follow an embassy-recommendation or university-recommendation route, where available.
United World Colleges
UWC uses several coverage levels. Its all-inclusive model can include tuition, room and board, books, examination registration, curricular trips, visa and travel expenses, pocket money and reasonable extras. Other UWC awards cover fewer items. This is a useful example of why the coverage label matters.

- Download the official award terms and save a dated copy.
- List every covered expense and any monetary cap.
- Mark whether payment goes to you, the university or another supplier.
- Record the start date, end date and renewal rules.
- List all exclusions, including dependants and summer periods.
- Compare the stipend with realistic housing and food costs in the exact city.
- Calculate the funding gap and add an emergency reserve.

Use this formula for each offer:
Total programme cost − guaranteed scholarship value + uncovered required costs = estimated amount you must fund.
Do not count a possible campus job, an unconfirmed external award or a scholarship that you have only applied for as guaranteed funding.
